Why are all hackers used in the context of bad actors? Still to this day and all this time? Why not at least some times point out white or grey hate hackers? And that the government employs them?

A hacker is a synonym for a black hat. In the industry, white hats are referred to as “pen testers”, “security engineers”, or “ethical hackers”.

Just to add, language and definitions evolve.

My security professor said that in slang of his time, a “hacker” was a skilled electronics/computer hobbyist, and the malicious person was a “cracker”.

I’ve also seen “hack” and “hacker” used as a synonym of “doing something unusual, difficult, or unexpected”, like you would see on hackaday.com
