It’s all depend on the publisher and also the country. The game you mentioned probably due to it being developed for asian market(with the lack of english translation), they probably don’t even planed to release outside of japan at first.
Some other cases can be due to the law of that country, some game can be banned by the government so the publisher will have to restrict their sales.

Yeah, and I kinda get it. But it’s annoying when I cannot buy a game for someone else because of it. Even if I was willing to pay the price in their region instead of mine.
