  Misaligned incentives. In the United States a percentage of civil assets forfeited are given to the capturing agency. A reward. That’s a bad incentive, bad actors will respond to that.

  All civil penalties, finds, fees, forfeits, should be distributed back to taxpayers. The funds to run the government should come directly from taxes. Any other method of payment invites misaligned incentives, regulatory capture, corruption even.
