I'm not a person who complain about lore or coherency in general, but I have a question, do Breen were in a city on ruins for five years after the Dominion War was over?

  I’m not certain I understand the question, but the Breen seemed relatively unscathed by the Dominion War - the front lines were nowhere near their homeworld, as far as we know.
