That guy is going to discover the process is the punishment.
Only arrested twice? He is going to get “detained” so much now that he will dream of the days he was only arrested twice.
Police discretion is the ability to interfere with someone’s life without accountability. He is about to discover that even police who have no realtionship with his local police will harass him for challenging police anywhere.
