There are a lot of countries which can gain an advantage by spying. No particular reason to suspect any one of them in particular based on this article.

Sure, but how many of those countries also have the technical knowhow and the resources to design and implement a high tech system that can be used for either surveillance or sabotage, have a vested interest in the doings of the UN specifically, and have a long history of not only engaging in such things, but setting them up well in advance?
That list is quite short and Israel is without doubt first on it.
