Link is behind a paywall. I’m pretty sure the reason for the lack of public restrooms is because Americans always trash public restrooms and nobody wants to have to keep up with maintenance for a service that gives zero return.

Must be regional, even in the cities around the Midwest it’s not a problem finding bathrooms.
