Pirating isn’t stealing anyway. Copying data doesn’t take the original data away from the place you copied it from. Stealing does remove the original object from its original location.
While you’re not wrong, taking something people charge money for could be construed as larceny, in the legal sense.
I think this is why they usually go after the people distributing the data for copywriter infringement, and not the people who use the data.
It may not be stealing, but it definitely is copywriter infringement.
