however at the same time I think you need to create a culture and infrastructure to support responsible use
like I thought Ron Paul used to say, if heroin was legal tomorrow, are you going to go out and do it? A lot of us wouldn't.
The spike may be due to the effect of criminalization being too abruptly raised so people party and go to excess, instead of a slow drip to normalization.
Like think of the boiling frog idea but applied to slowly legalizing drugs instead of all at once. the frog being boiled noticed heat rising too quickly and jumps out of the pot but doesn't notice it slowly rising. so like with drugs, when they legalize immediately, this can make some people think they should go party and go to excess. If they do a slow drip, I don't think the spike is noticed as much.
