Your link is broken, but I can see it’s a PDF and its name, so I can tell that’s not code.
But I pulled up the “ordinance” that it likely would be referring (which still isn’t a “code”), and would you look at that, not one mention about what side it should “face”.

The link is not broken it works… and these are zoning CODE requirements that specify how fences are built and there is a section about which way it faces. I can’t help you’re computer illiterate and can’t figure out how to view a pdf. You lost buddy, I own your mental at this point and I’ll continue to own it.
