The bill was only introduced in September, requires state/territory governments to pass their own legislation for it to operate in their jurisdiction, and has a roll-out of a maximum of 10,000 households per year.

If the concern is that it won’t have a significant impact before the next election, I don’t think we should lay all the blame on the Greens.

Personally, even if they had this scheme up and running already, I don’t think it’d make much difference to the election. The Murdoch media will screech about whatever they want anyway, and people will vote largely based on their personal economic circumstances, which this bill could only have changed for 10,000 households or less, spread across the country.
