Instead of lefty plan to let in Afghans, Syrians and Narcs from South America, resulting in terrorists, gang wars, fentanyl massacres, huge vote padding for liberals etc
H1B1 is holy grail for companies. The most $$ profitable immigrants, i.e. brain drain. Unfortunately, as I understand, now its a lottery, not based on $ returns or skill.

Yeah companies love it because the employees can't quit. Which imo isn't fair to the immagrant. They should be able to switch companies imo. It's not really fair to Americans either because companies will prefer a h1b1 over a citizen for that reason. They could give them the freedom to leave and it would make it a more fair playing field at the same time.

Its kinda very very fair to American Startups though, since they get to hire extremely skilled labor for a cheap price. Of course if you compete against them in the labor pool you get paid less. I think the limit on H1B1 to ~50k a year, along with the lottery, kinda keeps it fair to both sides.
Its unfair to immigrants, but they can decide to come to USA or go somewhere else. No one is holding a gun to their head. As an immigrant I would understand.
Nowadays American tech scout in Europe and Asia. Remote working means, H1B1 isn't as important in IT anymore. I just got interviewed by 2 Silicon Valley companies.
