What is Durham or the state going to do? Force them to work? Arrest them? Lulz.

And I think that is funny. You can’t force someone to do their job properly. You can arrest them, absolutely. Either way, Durham would be no better off. Trash will still likely pile up unless they pay private contractors at twice the price.
