I’ve seen one dude trying to run the game with the exact listed minimum specs. It works, at low to medium settings and a 70% resolution scale, most areas run at 40 FPS and the main cities at 30 FPS.
So it’s a heavy game, but one that is working as intended on the target hardware. A current mid end build (something like a 3060 + a 4 core 8 thread or 6 core CPU) should handle it well enough.
The lack of DLSS sucks though.

I’ve watched a few spoiler free reviews on YouTube and the general consensus is that it drops a little in densely populated cities, but otherwise doesn’t struggle. If your interested it’s one of the first things this guy touches on.
