Being blunt, anyone down voting anything on this C/ intentionally is an asshole. And not the good kind that’s all warm and welcoming and helpful. The kind you don’t want spewing filth everywhere.
Mistakes can happen, but when someone is sharing a link here, it doesn’t matter what the article is, the post is on topic and broly as hell. So, try and just not vote if you don’t like the article, because otherwise, it defeats the purpose entirely.

Why have downvotes enabled? If you want to enforce this, it would make sense to have the community in a server without downvotes.

Eh, lemmy kinda blew up last year. A lot of communities just got made as things expanded. But I have no idea who even made this one, or moderates it, so I can’t speak for them.
I can say that picking an instance isn’t exclusively about a single aspect of that instance. You’ve gotta balance access, stability, user base, moderation/administration, overall ethos, and the chances of it surviving long enough to build a community after starting the C/.
Down votes being enabled or not would be pretty low in priority compared to most of those, imo.
