One of them is killing a lot of people but not really a lot, the other is killing a lot of people but actually a lot.

Sure it is. Kill one man, they call you a murderer. Kill 10 men, they call you a serial killer. Kill a thousand men, they call you a general. Kill a million men, they call you a king, kill 10 million men they call you an emperor, kill a billion men they call you a God!

Not at all, and i think you know that.
Kill one man, and you may be called many things: Executioner Soldier Tribal Hunter Assassin Hitman Hero Doctor Surgeon Police Security Gangster Negligent Manslaughterer Terrorist Murderer, is but one.
Similar for 10, with the added feature of killing in series for a particular reason, sometimes a peculiar fetishised or otherwise dysfunctional reason, serial killer.
Many more than that, you may be a soldier, a terrorist, a gangster, or even criminally negligent, and a genocidal leader of a bucreaucratic police state or junta, but serial killing is a particular sport within the game of deathmaking.
