In a way. Chop chop is slang for loose leaf tobacco which hasn’t been taxed, sold cheaply on the black market. It’s either smuggled into the country or grown locally in secret.
Oh cool. I figured it was just loose leaf tobacco of some kind, but there is more attached to it. Thanks for the clarification!
