Call your local emergency number for an ambulance, they have a tool for your tool. It has a piece that will fit between the ring and your skin as a shield while cutting is going on so discomfort should be minimal.
This isn’t really the right place to post this sort of question even if it were really happening.

I tried butter and Vaseline and neither of them worked, it just won’t slide past the head, guess my only option is to call EMS, this is gonna be so embarassing.

Don’t worry, they’ve seen worse. Better to be embarrassed in the moment than end up with a possibly permanent injury.
