It could be disabled in code really easily. Like in a day. Its just, if you do that you offer nothing of value that mastodon doesn't already have. Communities would be no different than hashtags.
It also puts to much power and responsibility into admins. I prefer to be mostly hands off. I think that's the best admin style
Even gab allows groups to moderate their members.
The whole link aggregator algorithm relies on the fact that posting is more difficult than reading. 9/10 people never post or comment. They just read other people's stuff.
So by having votes and moderators you delegate the task of curating content.
Its why some people prefer now to search reddit rather than google. You often get better results. You are crowd sourcing brain power.
You need more than one type too. You need shit posting to start on twitter style free posting or 4 Chan. Then it gets picked up by reddit, wolfballs, hacker news type sites. Maybe it ends up on Facebook idk I never go there anymore.
Someone might summarize ideas or culture in a TicToc video.

How about upvoting and downvoting mods? If a mod is downvoted a lot and its visible they will naturally be shunned.
Back in the day, the point of a mod was not to be a policeman, but to be an MC, because forums and suchlike are meant to be active and sociable, not little fiefdoms for inadequate kittle twats to take their revenge our against the world.
Reddit is more of the latter, full of weird, sad, fuckers.

ehhh I think freedom leads to "fiefdoms", if I had a forum I might like to do a "right wing SJW equivalent" one that bans certain immoral content
Problem is, reddit doesn't have freedom, so it only has leftist fiefdoms
On a site like here you could have lefty fiefdoms but then people can create an alternative community, which isn't allowed on certain topics on reddit, so there could be lefty fiefdoms, righty ones, and "open" ones that don't ban as much on either left or right (this was the last idea I was suggesting I wonder if will be created as a sitewide thing)
