Guess you didn’t read the article or just can’t figure out how taking more money from people would reduce the amount of money they could spend which would cause the country to go into a recession.
It’s basic economics.

If the government seizes less of nueromancer’s wages nuero is likely to either spend it, which stimulates the economy, or invest it which also stimulates the economy. As long as Neuro does not bury or hide it under a mattress the money will stimulate the economy as well or better than the government seizing and giving it to someone.
