The plans were by Obama and Trump didn’t ignore it. Fauci did. Trump has little authority over a pandemic. That’s the role of the states.

Sure show me it was a bush plan. Prove me wrong since you claim you can demonstrate it.
Show me which law allows the president to push pandemic rules on states. Would love to see it.
