99% chance it's to service the nearby drainpipe.
As you say, it won't be particularly big.

zephr_c@lemm.ee 4 weeks agoI’m pretty sure the reason is that the hole isn’t deep enough for it to matter. That’s nowhere near big enough to be a manhole.
