In short, I think the joke is “Haha, right wingers are racist”.
Candace Owens, the lady on the right, is a right wing reporter/talking head who has had a fairly successful career doing podcasts and such. I guess she has extra claim to fame being a token educated African American woman on the political side she supports.
I’m not familiar with the Daily Wire, but judging that Ben Shapiro (another right wing reporter/talking head) is the person immediately to Candace’s left, I’m guessing it’s a right wing news outlet.
Additionally, the “So articulate” is a reference to a pretty infamous comment Joe Biden made about Obama being so articulate for a black man, or something to that effect.
The comment about locking their desk is referring to the racist stereotype that African Americans steal.
I’m sure there’s a some dissent over just how far right wing these people all are, but I think that covers the gist of the joke.
Sorry, can you back the part of that about Biden? Because it's a pretty common trope of how unaware white people will say someone "seems so articulate", I think it showed up in the first episode of The Boondocks?
