The US still exports a whole lot of coal, so what your’e seeing is coal-for-export, rather than coal-burned.
Use was kept from going back up, while new regulations are going to force another drop.

Coal burnt in America and coal burnt in another country both contribute to climate change…
Especially because there’s still environmental damage from the actual mining…
