I watched a video explaining how it moved from California drugs scene, via some rapper to whatever it's supposed to mean now. It's a bit too clunky a slang term for me to use, and frankly some words sound better or feel more natural in some English dialects than others. I mean Americans can't pronouce "twat" or "bastard" properly, and lose the impact.

I heard that "based" means "freebased" like high on smack. Its an odd americanism that i struggle to understand.

I don't know the etymology of the term, but it means "good and politically agreeable" generally speaking.
