There is a setting in the general settings panel to show up and down votes on a post, and when I do that the downvote always works for me.

I have only ‘mark/hide posts’, ‘collapse threads’ and ‘default sort’. I’m on 1.2.0

Sorry, its settings Appearance.
Show voting buttons -is set to true Display Votes - is set to Separate.
