Since they were killing less of each other in unprecedented numbers, they didn't want them to be overpopulated that the Krogan wars started all over again, maybe worse than before. The virus was given to them for that purpose before the wars, but it was updated to allow even fewer births after that. And the virus caused them all to change their culture. They separated the males and females (and young) into different camps, and had initiation rites for the males to try to choose for what they felt were the best traits.
And Asari tended to be the opposite. They were amongst the most intelligent aliens in the game, and when they went bad, they really went bad. They didn't need partners to reproduce, but they could do sort of a "mine meld" sort of thing and create equivalent DNA of their partners. That created a class divide as there were 2 types of Asari, purebloods and the others, and some of the purebloods were evil. So while I don't know what they'd see in Krogans, there were Krogan/Asari mixed marriages, and it was ideal for the Krogans since they'd be guaranteed offspring that might have a few of their minor features.
And yeah, a lot of this information comes from the backstory and fan lore, and not just playing it.
I only brought this up because it seems so much like what is happening here. Humans are being given the "genophage" to reduce their populations.

Except in this case, I don't see why anything needs to be done in terms of vaccines. Just let the virus play out, let folks fend for themselves, and keep the government mostly out of it. The companies could offer the bad vaccines, and maybe the only role of the government could be in this is to protect our liberties and First Amendment rights. So promote vaccines or bash them all you want, with the government acting as moderators in a sense to make sure all voices are welcome, and just letting things play themselves out.
One of the biggest world problems is trying to fix everything and interfering with nature. I am not particularly into "Gaia Theory," but I am more into "Darwinism" as a philosophy (even if it's not a scientific truth). I mean this more as "the law of the jungle."
If you cut a newly emerging butterfly out of its cocoon, it will never fly. It needs the fight and struggle of getting out to build the circulation and muscles in its wings.
