It’s more complicated than that; they’ve shifted from domestic concentration camps to foreign concentration camps — so the first thing you’d have to deal with is international diplomacy.

You could divert a tiny fraction of military spending into ~~bribes~~ investments for these foreign countries.

Also an important step after getting everyone home would be ruthlessly punishing anyone even slightly responsible. Otherwise you’re going to get the same shit all over again.
