The industry is a LOT bigger than that, there’s a huge amount of governmental union squashing, all with money provided by PACs. These are international businesses with more resources than, well, anything on Earth.

Recall that workers are the largest “expense” of most companies, so they will devote the maximum amount of resources to squash higher pay (and replace those workers with robots/AI ASAP, in addition, of course).
