States matter only inasmuch as the city you live in.
Living in Altoona, Pennsylvania is going to be a vastly different experience than Philadelphia.

Makes sense, but given the prompt, we’ll have to assume the most logical answer involves whole of state reality, like economy, policies, taxes, social stability, population approvals, population ingress (vs egress). Should be fairly easy to pick one on these grounds. I’m certain there’s objective studies out there
But I’m just gonna guess and say Massachusetts best, Mississippi worst
