An Asset Flip is easily definable:

The developer purchased an asset pack or multiple asset packs on a game engine asset store, made no changes or almost no changes, and uploaded it as a game.

What you have defined (a game that is the same as another game but with different art) isn’t usually called an Asset Flip, but instead a Clone. Clone games usually have much more effort put into them compared to Asset Flip games.
