Sounds like they annexed it into a town, too. Seems like he’s trying pretty hard to steal it, if that’s the case.

“Annexed” is an odd way for them to frame it. The property was previously outside of any incorporated cities. The city of Starbase was later incorporated and the property is in the area covered by the new city boundaries.

No it’s not, annexed is the common term for when a town expands its borders. That’s just what the word means.
