They could have also worked on a solution to make Home students less of a financial issue. Or figure out a setup where it’s not the nationality/residential status of a student that matters for funding.

The UK has (/had) a huge lead in research and education. That shouldn’t be beholden to appealing to foreign interests. In fact it should be a way to attract talents away from other countries or to at least influence their thinking. I hate thinking of education in that way, but that’s the political reality.
