  Hi, I would like to immigrate so I can take advantage of your free health care now that I am the most expensive patient to care for. Also, I cannot work or contribute to the economy.

    Some people are dual citizens and generally earning money from a wealthy country and injecting it into a poorer economy is beneficial.
