Your head has to have a velocity coming out of the portal or the rest of your body will smash into you. So either you come out flying or you’re smashed to a pulp.

You don’t even need to think about reference frames for the answer to be B, because each layer is being displaced by the layer behind it. Take the limit to go from a discreet to continuous domain and you exit the portal at the same speed you entered, which is exactly the speed of the falling portal.
