Because Microsoft’s goal is to make as much money as possible for their investors.

Linux’s goal is to make a good (and mostly Open Source) OS for the community.

But to be fair, Windows, at it’s core, isn’t a bad OS. It’s all the bloat, that makes it almost useless.
