The gov’t supplies ammunition, yes. But you can also quite legally buy your own ammunition. And you can take your military rifle to a range to practice.

Of course you can buy your own ammunition. It is not some kind of nonstandard stuff. But you are not allowed to use it for private reasons like hunting or whatever. And yes, you can take it to approved practice. No shooting beer cans in a friends back yard.
