You don’t want to be that nerd who doesnt even vape do you? Of course not! There’s zero nicotine ones too so you dont even get addicted! Then one day your mate says “hey try this one! It tastes just like candy floss!” But surprise 20mg you’re hooked for life fool!

Just going to add a bit of data: NYTS
7.1% of high school students report “current use” (meaning in the last 30 days), of those, 27.5% use daily. Works out to about 1.95% of high schoolers vaping daily. Lower for middle school. Fruit flavors are most popular (which is always true for adults too).
Cigarette smoking is down. Vaping is also down. Overall tobacco use is down.
Unfortunately no reporting on the % using nicotine there.
Honestly seems, like, pretty fine? Do you know what the youth smoking rate was prior to vapes being a thing?
I think you’re overstating the addictiveness here. Going from 0 to 20 mg would not be super pleasant - more nicotine makes it harsher on your throat - and it isn’t that addictive. I’m sure you know people who smoked a few cigarettes without getting hooked, right? Even 20 mg vapes don’t give you blood nicotine levels as high as smoking.
