This would be considered constitutional carry in Texas and would be legal to do in public with no license whatsoever. Gotta keep your hand off it though otherwise it could be considered criminally threatening.

I’m now sitting here with the mental image of some guy unironically waddling around Texas wearing this and equally oversized cowboy hat and boots (for balance) and it’s way funnier than my joke was :D
