Yes, and yes. VPNs are accessible. Institutions trying to foment regime change are cracked down, simple protest is not generally.

So the internet is openly accrssible… as long as you circumvent government authority? That doesn’t sound like “openly”.

VPNs are easy to get and are tolerated. The firewall exists to protect Chinese companies from losing in competition to western monopolies, which is important because China desires above all else self-sufficiency and resistance to western disinformation campaigns.
