I assume it’s a mix of there simply being so much of it distributed that cracking down on it in a timely manner is extremely hard, and not caring that much unless the porn in question has something the chinese government would want censored beyond the explicit material itself. Though it’s not something I’ve done research in lol

Maybe it’s “illegal” in that they turn a blind eye most of it, unless you’re trying to do something like bring in 69 hentai books through customs lol.
I had to look it up but yeah, the official stance is that it’s illegal.

Uneven enforcement is a hallmark of fascist authoritarian states. Many things are illegal that are commonly done anyway. As a result, nearly everyone is “guilty” of something which the state can use against them whenever it’s convenient.
