Could be a log-pose that isn’t synched up.
Could be the Poneglyphs told of a person who obviously was not him. Gol was not the greedy, selfish type.
Could be that the Poneglyph required something he did not have like the power of Poseidon (who wasn’t born yet), or the Noah ship. Possibly both.

When I read that I thought it was clearly talking about Shirahoshi not being born yet. Never occurred to me it could not be that.
