Cats have a higher thermal neutral than humans. So if you are comfortable, your cat is likely a little cold. Make sure they have a warm place to lay, heating pad, sunny spot, under some blankets.

They have fur…
Our cat doesn’t come to rooms that are warmer until the one she’s in is about 16°C, so I think they only get chilly at or below that temperature. She’s short haired but the winter coat still looks comfy warm to me, like I’m also fine in bed once my blanket is warmed up

You could have googled it instead of just responding with anecdotal evidence and assumptions.
This is the problem with the Internet, no one actually looks for science, they just assume whatever they already think and observe is correct.
