That's to cut down on the number of spam bots on the ISPs network. If they didn't do that then every malware infected computer on their network would be spewing out spam at a high rate. For their business customers of course they're not going to block it. This is for their residential customers.

Maybe I'm just old, but I grew up believing that Internet Service means an unfiltered pipe.
Blocking in response to an on-going, IP/customer-specific issue is one thing, pre-blocking is entirely a different thing.
Not sure what to call a "curated network experience where we pre-block traffic because it was once abused." But it isn't Internet.

I agree with you 100%. That's why they're doing it but I'm not saying it's right.

Pretty standard procedure. Instead of port 25 usually you can use 587 the mail submission agent port.
