It’s most likely for US/Canada only. And there are many reasons why DVD still outsells Blu-ray and 4K:

I didn’t realize that. I’ve bought a few BR movies, but I don’t even have a normal living-room player. I rip them to hard drive and put them on my file server.
I always felt like BR was a victim of “too many cooks ruin the stew”. All the movie studios lobbied so hard to get their copy protection in and make sure you couldn’t skip warnings and ads, that the format is a pain to use, maybe worse than DVD.

Yeah, I think this definitely contributed to Blu-ray’s slow start. DRM does more harm than good.
