Both of these are fashion styles.
Cottagecore: It wants to catch the idillic rural friendly girl/guy from the neighborhood vibe.

Techwear: It’s usually an all black outfit which has some additional functionality afaik, but probably most of them don’t utilize the functionality aspect of it.
