Replacing spell crafting with blacksmithing makes sense for the setting. It would have been nice to have something a bit deeper to replace it though.

The province shouldn’t matter since you can pick any race you want. An elven mage isn’t going to refrain from spellcrafting because they’re in a Nord homelands.
