According to Etymonline,

Immigrate = in- “into, in, on, upon” from PIE root *en + migrare “to move” from PIE root *mei

Emigrate = assimilated form of ex- “out” + migrare “to move” from PIE root *mei

So I guess to correct usage would be:

Immigrating to Europe/US

Emigrating from Europe/US
