Unless it uses a whole different engine or game mechanics (visual, controls, etc) I don’t understand why not make it a DLC.

Yeah at the moment it really sounds like a roguelike game mode for DRG.

It originally was a dlc. They decided the scope surpassed that, though, and they also felt constrained by the class and upgrade system of the base game.
