Yes but however though the ram shortage is only affecting certain types of ram and people are building their own TTL computers including CPUs and GPUs, anyone can get open source games to run on anything now and yes people are building their own ram.

Look at what steam offers when you get games on its store for example, play time, achievements and even good prices, not to mention the services with s&box and the non commercial use of the team fortress 2 source code and there might be more services valve provides but those are the services I can think of now.

I do not know if I would say monopoly but if they do, it is because they have the best service, examples: steam features, steam machines, including steam deck, the os is under GNU GPL v2.0 and a linux distro, and they are actively trying to provide the most freedom possible to their customers.
